Visa Bulletin November 2026: EB-3 Advances 5 Months for Other Workers Category
The November 2026 Visa Bulletin has been released with cut-off dates largely unchanged from October. Notably, the Other Workers category (EB-3 unskilled) advances to July 1, 2022. USCIS will accept Adjustment of Status filings under the Dates for Filing chart.
The Department of State has released the November 2026 Visa Bulletin, with USCIS confirming it will accept employment-based Adjustment of Status applications under the Dates for Filing chart. Overall, cut-off dates remain substantially similar to the October 2026 bulletin, providing employers and applicants additional time to prepare filings that became eligible last month.
For EB-3 Third Preference (Professional and Skilled Workers), the Dates for Filing cut-off dates hold steady across all chargeability areas: Worldwide (including Mexico) remains at August 1, 2024; China remains at April 1, 2024; India remains at January 15, 2015; and Philippines remains at January 1, 2024. No forward movement is recorded for these EB-3 subcategories this month.
The most notable change in the employment-based categories is in the Other Workers subcategory, which advances to July 1, 2022 for Worldwide (including Mexico and Philippines). This represents a meaningful step forward for EB-3 unskilled worker applicants who do not require a degree or specialized experience. China's Other Workers cut-off remains at October 1, 2020, and India's remains at January 15, 2015.
For EB-1, all Worldwide chargeability (including Mexico and Philippines) remains current, while China and India remain at July 1, 2024. EB-2 Worldwide holds at March 15, 2026, with India unchanged at January 15, 2015 and China at January 1, 2023. EB-5 Set-Aside categories (Rural, High Unemployment, Infrastructure) continue to be current for all countries.
Employers and applicants are advised to consult with immigration counsel to identify employees whose priority dates have become current for filing. Given the unpredictable nature of visa number availability, timely filing is strongly recommended once a priority date becomes eligible under either the Dates for Filing or Final Action Dates charts.
