November 2026 Visa Bulletin: EB-3 Advances 21 Days for Indians, EB-2 Sees No Movement

The November 2026 Visa Bulletin moves India's EB-3 Final Action Date forward by 21 days to January 22, 2014, while EB-1 and EB-2 dates for India remain frozen. USCIS will accept employment-based adjustment-of-status filings using the Dates for Filing chart in November.

The U.S. Department of State released the November 2026 Visa Bulletin with modest gains for Indian EB-3 applicants. India's EB-3 Final Action Date advances three weeks to January 22, 2014, up from January 1, 2014, in October. However, EB-1 remains at February 1, 2023, and EB-2 holds at November 1, 2013, offering no relief to the large pool of Indian professionals in those categories. USCIS has confirmed it will accept employment-based adjustment-of-status applications in November using the Dates for Filing chart. The Dates for Filing chart itself remains unchanged for India, with EB-1 at July 1, 2024, and both EB-2 and EB-3 at January 15, 2015. A key distinction applies: being eligible to file does not guarantee immediate green card approval — the Final Action Date must also be current before a case can be approved. The EB-3 Other Workers subcategory saw the most notable movement globally, advancing for most countries on the Dates for Filing chart. For all other employment-based categories, the Dates for Filing chart remained static across all countries and chargeability areas. For EB-3 applicants, the bulletin highlights the continued gap between the Skilled Workers/Professionals subcategory and the Other Workers subcategory. Immigration law firm Ogletree Deakins noted that Final Action Date movement was modest overall, with only select categories and chargeability areas seeing advancement ranging from two weeks to several months. Indian nationals across all employment-based categories continue to face multi-decade backlogs due to the per-country annual visa cap. Applicants are encouraged to verify their priority dates against both the Final Action Dates and Dates for Filing charts on the State Department website and consult qualified immigration counsel to determine their filing eligibility for November.
