The bulletin brings mixed news depending on country of chargeability and preference category, with notable movement in EB-3 but significant setbacks for EB-2 India applicants. For EB-3 applicants, June brings incremental forward movement for oversubscribed countries. India's EB-3 cutoff advances one month to December 15, 2013, while China's EB-3 date moves forward six weeks to August 1, 2021. All other chargeability areas and Mexico hold steady at June 1, 2024, and the Philippines remains at August 1, 2023. The most significant development in this bulletin is the sharp retrogression of India's EB-2 cutoff, which falls back 10.5 months to September 1, 2013. The Department of State confirmed the FY2026 annual visa limit for the India EB-2 category has been reached, meaning no additional immigrant visas will be issued in this category until the new fiscal year begins in October 2026. India EB-1 also retrogresses 3.5 months to December 15, 2022. For most EB-3 applicants outside of India and China, categories remain current, meaning there is no backlog and applications can be filed and approved without waiting for a priority date. Applicants chargeable to Mexico, the Philippines (EB-3 at Aug 1, 2023), and all other countries (EB-3 at Jun 1, 2024) should verify their priority dates against the Final Action Dates chart before filing. EB-3 applicants from India and China should note the slow but steady forward movement in their categories, though wait times remain measured in years. The exhaustion of the India EB-2 annual cap underscores the ongoing demand pressure in employment-based immigration and may push some India-born professionals to reconsider EB-3 as a parallel or alternative pathway.
