A growing number of I-751 petitioners who filed online are encountering a technical issue with the USCIS online filing system. Specifically, after submitting the petition to remove conditions on permanent residence, applicants are finding that the receipt notice PDF is inaccessible from the Documents tab in their USCIS online accounts, with the file returning an error when download is attempted.
The issue is particularly concerning because the I-751 receipt notice serves a dual purpose: it confirms the petition was received and also functions as an automatic 18-24 month extension of the conditional green card. Without this document, conditional residents may appear to have an expired green card, which can create complications with employment verification, travel, and other situations requiring proof of valid immigration status.
USCIS has reportedly acknowledged the problem, indicating it is specifically affecting online I-751 filings. When contacted, the agency has been placing service requests on affected cases, suggesting awareness of the technical fault at an institutional level. However, no official timeline for resolution has been provided.
For EB-3 holders and other employment-based immigrants on conditional green cards (typically those married to petitioners), this situation underscores the importance of following up promptly if receipt documentation is not received after filing. Applicants are advised to contact USCIS via the Contact Center, document all interactions, and request an Infopass or scheduled appointment if the green card expiration is imminent.
Those affected should also be aware that the USCIS online account system is relatively new and continues to experience intermittent technical issues. Keeping records of the fee charge confirmation, receipt number, and any USCIS correspondence is essential for demonstrating valid status while the technical issue is resolved.
